Paris responds to the Iranian regime with the expulsion of two diplomats after accusing Tehran of attacking and harassing French officials

France decided to expel two Iranian diplomats in response to what the government of Emmanuel Macron described as an "extremely serious assault" against two French diplomats in Tehran, raising tensions once again between Paris and the Islamic regime of Iran. The measure was announced on August 18 by French Foreign Minister Jean-Noël Barrot, after Tehran banned the return of the two French representatives to the country.

Barrot stated that France had warned that the attack would have consequences and confirmed that the two Iranian diplomats would be expelled soon. The Iranian ambassador in Paris was summoned to the French Foreign Ministry and formally notified of the decision, made under Article 9 of the 1961 Vienna Convention.

The diplomatic confrontation originated from an incident that occurred on July 19 in Tehran. According to Paris, Iranian security agents burst into a working meeting held at Villa Zadig, an artist residency program managed by the French Embassy. The meeting included two officials from the French cultural service, including the cultural attaché, and two prominent Iranian graphic designers.

France claims that its two diplomats were held and interrogated for several hours and that one of them was beaten. Both were later able to return to French territory. The two Iranian artists present at the meeting, Aria Kasaei, 46, and Elly Naghilou, 36, were immediately arrested and remain detained, according to their families.

Tehran rejects the allegations of mistreatment and claims that the French were only "briefly interrogated" after a meeting with individuals wanted by the authorities. However, the French Foreign Ministry accused the Iranian regime of attempting to divert attention through false accusations and fabricating a supposed case of foreign interference.

The dispute intensified on August 15, when the Iranian Intelligence Ministry accused France of participating in an operation aimed at exerting influence and developing "foreign interference" activities. Two days later, the spokesperson for the Iranian Foreign Ministry, Esmail Baghaei, justified the restrictions against the French diplomats and argued that activities supporting civil society could constitute a violation of the Vienna Convention.

Barrot rejected that interpretation and defended French support for Iranian artists, scientists, and researchers. The minister asserted that precisely because of maintaining ties with Iranian society, the French diplomats were deliberately attacked.

The episode also brings to the forefront the accusations against Tehran for the detention of foreign citizens. The French government, those affected, and their families have denounced for years that French citizens have been imprisoned on charges of espionage and other offenses they consider arbitrary or fabricated. Paris has described this practice as a policy of ''state hostage-taking,'' an accusation that reflects the growing concern over the use of foreign detainees as instruments of diplomatic pressure.

Iranian analysts and activists in France believe that Paris could not remain silent in the face of the incident, although some question whether the French response is sufficiently strong.

Criticism also extends to Macron's overall strategy towards Iran. France has avoided directly participating in the U.S. operation against Tehran and has insisted on diplomacy and seeking a peaceful solution.

Critics of Tehran argue that a policy of greater pressure could help Iranians seeking political change within their own country.

The expulsion of the two diplomats thus represents one of Paris's most recent responses to Tehran's actions and further highlights the deterioration of relations between the two countries. While France accuses the Iranian regime of intimidation and diplomatic repression, Iranian activists demand that Europe adopt a much firmer stance against a government they hold responsible for using detention, intimidation, and propaganda as tools of international pressure.
