Pension review: the government seeks to organize benefits

Another point addressed was the review of non-contributory pensions for labor disability.

According to Ravier, it was decided to preventively suspend another 4,329 benefits that would not have sufficient supporting documentation. This measure adds to the 21,812 suspensions previously communicated.

Additionally, 7,008 beneficiaries will be required to expand their medical documentation within a period of 30 business days.

Furthermore, 24,263 recipients who simultaneously receive another ANSES pension will need to choose one of the benefits.

The declared objective of the Ministry of Human Capital is to strengthen controls and ensure that state assistance reaches those who effectively meet the established requirements.

For the first time, the SIDE opens a public entrance exam

Among the institutional announcements, Ravier confirmed that the State Intelligence Secretariat will open a public competition for the first time in its history to enter the National Intelligence Corps.

Registration will be available until November 30 for Argentine citizens who have completed their secondary education.

The process will include exams and evaluations, and those selected will need to complete the basic course at the National Intelligence School.

The initiative aims to establish a recruitment system based on merit, capability, and professional training, moving away from entry mechanisms that did not necessarily guarantee public selection criteria.

Interested parties can consult the conditions at side.gob.ar/carreras.

A reform agenda aimed at changing the country's course

The announcements presented reflect the breadth of the program promoted by Javier Milei's administration: energy and mining investments, elimination of bureaucratic hurdles, job training, administrative modernization, and strengthening of strategic agencies.

The challenge now will be to transform the announced projects into executed investments, concrete jobs, and increased exports.

With the RIGI as one of its main tools, the Executive hopes that macroeconomic stability and predictable rules will allow for the utilization of resources that have not been fully developed for decades.

The official bet is clear: to leave behind a model of restrictions and interventionism and move towards an economy capable of attracting capital, producing more, and competing in international markets.

The government of Javier Milei continues to advance its reform program and has presented a series of announcements aimed at consolidating the growth of the Argentine economy, attracting international investments, and reducing the bureaucratic hurdles that have conditioned productive development for years.

During a new press conference, presidential spokesperson Adrián Ravier reviewed the main advances in various management areas and emphasized the country's energy and mining potential. Among the most notable announcements was YPF's plan to develop projects in the north of Vaca Muerta, with estimated investments of 44 billion dollars over the next 26 years.

The official strategy seeks to leverage Argentina's natural resources, create predictable conditions for the private sector, and turn the country into a relevant player in the international energy market.

Vaca Muerta and a US$44 billion bet

One of the central announcements was related to YPF, which is promoting adherence to the Incentive Regime for Large Investments (RIGI) for three projects located in the north of Vaca Muerta.

The estimated investment amounts to 44 billion dollars over the next 26 years, a figure that reflects the scale of the opportunities opening up for the Argentine energy sector.

Ravier highlighted that the government is generating the necessary conditions for YPF and the country to grow, based on an orderly economy, incentives for large investments, and clear rules for the market.

He also emphasized the performance of the state-owned oil company, which achieved an adjusted EBITDA of 2.503 billion dollars during the third quarter of 2026, the second highest result in its history and an increase of 84% compared to the same period the previous year.

Additionally, the progress of Vaca Muerta Oil Sur was noted, with its work already exceeding 85% completion. According to reports, its inauguration is expected by the end of this year, with exports beginning in the first quarter of 2027.

The goal is to move towards an Argentina capable of producing and exporting energy on a large scale, generating foreign exchange, economic activity, and new job opportunities.

The RIGI begins to show its potential in mining

Mining also took a central place in the announcements. The first business round of the RIGI brought together representatives from 13 provinces and allowed for the linking of national suppliers with large investment projects.

Among the initiatives presented were the copper projects Agua Rica-La Alumbrera in Catamarca and El Pachón in San Juan, driven by Glencore.

Both developments represent investments exceeding 13.5 billion dollars and have the potential to generate more than 10,000 direct jobs.

The government aims for these investments to benefit not only large companies but also boost regional economies, strengthen supply chains, and generate activity in various provinces.

In parallel, a regulatory modification was announced that eliminates administrative obstacles to exporting refined minerals. General Resolution 5917/2026 allows for direct export from any authorized customs office in the country, avoiding unnecessary transfers that added costs and delays.

This is another step within the deregulation policy promoted by the libertarian administration.

18,000 deregulations and a state with fewer obstacles

Ravier also highlighted that the national administration has already completed 18,000 deregulations and anticipated that it will continue to advance in eliminating norms and procedures that hinder economic activity.

The government's orientation aims to reduce bureaucratic interventions, facilitate investment, and allow companies to develop their projects without facing unnecessary administrative structures.

The removal of obstacles to exporting minerals is one of the most recent examples of this policy.

The official stance is that economic growth must be supported by predictable rules, competition, and freedom to produce, invest, and trade.

US$900 million from the IDB for education and job training

In terms of Human Capital, the government reported that the Inter-American Development Bank approved a loan of 900 million dollars aimed at strengthening schooling and job training.

The initiative will reach households where approximately 3.8 million children and adolescents receive the Universal Child Allowance (AUH).

Additionally, it will finance up to 500,000 job training opportunities, with the goal of improving training tools and facilitating access to employment.

The program also includes a modernization of ANSES systems and educational information to simplify AUH procedures and automatically verify schooling requirements.

On the other hand, the National Financial Education Program was presented, which seeks to incorporate knowledge related to money management, economic planning, and financial decision-making in schools.
