The Government of Donald J. Trumpin the United States is preparing to relocate the majority of its unmanned aerial vehicles MQ-9 Reaper from Africa to South America. This strategic decision, reported on September 18, represents a significant expansion of intelligence, surveillance, and attack capabilities for Washington in the Western Hemisphere.
At the continental level, this mobilization anticipates a decisive defense presence in key sectors. In this regard, security analyst Andrei Serbin Pont emphasized: “What this ultimately indicates is that there is an escalation coming from the United States in Latin America, likely focused on the northern part of South America, Central America, and the Caribbean”.
The MQ-9 Reaper
This scheme is consolidated through close military cooperation with allied countries in the region. A relevant case of this integration is Ecuador, where since March of this year, U.S. and Ecuadorian forces have been conducting joint operations against groups declared as terrorists by the United States.
Operationally, the MQ-9 Reaper aircraft offer unmatched tactical advantages due to their high autonomy to remain airborne over the same area for extended periods. This feature allows for tracking movements, capturing high-resolution images, identifying targets, and transmitting strategic data in real-time to command centers without risking human crews. Regarding these functions, Serbin Pont specified: “These aircraft ultimately not only have that destructive capability through the use of precision munitions, but they are above all platforms for intelligence, monitoring, and reconnaissance”.
The MQ-9 Reaper
Along with their technical effectiveness, the platform stands out for its remarkable financial efficiency. In the words of Serbin Pont: “It is cheap compared to flying an F-16 or an early warning aircraft”. The combination of autonomy, state-of-the-art sensors, and the ability to carry precision weaponry makes the MQ-9 Reaper the ideal instrument for neutralizing criminal networks in vast territories, border areas, or hard-to-access regions.
Precedents like that of Colombia demonstrate that a reduced fleet of MQ-9A Reaper models can maintain near-constant monitoring. The operational objective is not limited to detecting vessels or ground movements, but to generate intelligence on routes, logistical structures, and activity patterns.
The foundation of this operation lies in applying the concept of narcoterrorism to frame modern threats. Summarizing Washington's strategic shift, the analyst noted: “All that we use in Africa to kill terrorists, we are going to send to Latin America, where we are talking about narcoterrorists”.

In legal terms and rules of engagement, the initiative presents a clear delineation for the use of force. In light of the institutional framework of the region, Serbin Pont posed the normative scenario: “What legal framework in Latin America is going to allow you to say: 'Ah, that person is a narcoterrorist, therefore I can launch a missile at them'?”.
In this sense, the doctrine differentiates between support through intelligence cooperation and a direct military intervention, ensuring that the provision of information respects sovereign agreements. With this measure, the United States establishes a new standard of security and strategic surveillance throughout the region.
