The Government of the City of Buenos Aires opened registration to incorporate new Technical Vehicle Inspection (VTO) stations and thus took the first step to advance with the deregulation of the system, allowing workshops and dealerships to conduct inspections when they meet the established requirements.

The measure was announced this Thursday by the head of the Buenos Aires Cabinet, Gabriel Sánchez Zinny, who confirmed that private establishments with the necessary infrastructure and equipment will be able to join the system. "More competition, better service, and more options for the neighbors," stated the official.

The change comes after the Buenos Aires Legislature approved in June the Law 6.963, which was subsequently enacted by the City Executive. The regulation modified the existing regime and created a Unique Registry of Mandatory and Qualified Technical Vehicle Inspection Workshops.

The legislation establishes that the inspection can be carried out in workshops, dealerships, or vehicle importers that are authorized as operators of the system and have the technical capacity to verify the conditions required for each vehicle.

Additionally, qualified workshops that are part of the registry and have the corresponding facilities and equipment will be able to inspect private, commercial, passenger, cargo, special, or vintage vehicles.

The opening will be progressive, as the law itself establishes that the authorization of new stations must advance based on the expiration of the contracts currently in force between the Buenos Aires Government and the companies providing the service.

The Minister of Deregulation and State Transformation, Federico Sturzenegger, celebrated the decision and highlighted that CABA is joining the opening process promoted at the national level. As he explained, the goal is for the inspection to eventually stop being a separate procedure and can be done, for example, at the time of servicing or repairing at an authorized establishment.

The Buenos Aires advancement contrasts again with the stance taken by the government of Axel Kicillof in the province of Buenos Aires. The Kirchnerist administration decided to maintain its traditional system and not incorporate the scheme of greater competition promoted by the national government.

In this way, while the City begins to open the market to new providers and offers more alternatives for carrying out the mandatory inspection, the Province continues to uphold a closed model, which forces residents of Buenos Aires to resort to the plants authorized by the provincial government itself.
