OpenAI announced a series of commitments to protect the resources of the communities where it builds its data centers and to publicly report on the impact of these facilities. The announcements come right after several localities strongly rejected the expansion of these technological developments in the United States midterm elections.

The company presented a document called the National Community Compact, which details what neighbors can expect from its future data centers. It also launched a Compute Campus Policy Blueprint, a policy plan aimed at giving a voice to communities and preventing them from bearing extra costs when one of these plants is installed.

One of the central points is the commitment not to pass on the cost of electricity to residents. OpenAI assured that it will pay the total energy consumption and also the infrastructure works needed by utility companies to supply its facilities. This promise addresses one of the strongest concerns of the people: that rate increases fall on local homes and businesses.

Additionally, the company committed to protecting water resources. It stated that it will develop a water plan for each community where it operates and will prioritize closed-loop or low-consumption cooling systems. In these systems, water circulates in a sealed circuit, absorbs heat, and is reused, without the need to constantly replenish large volumes.

More transparency and local employment

OpenAI also promised greater transparency. It stated that it will publish the water and electricity consumption of each site and that it will not sign confidentiality agreements with public officials. According to the company, these measures are part of work it has been developing for months, even before the election results were known.

Another highlighted point is job creation. The company said it will seek to create jobs for local workers and businesses in the areas where its data centers are installed. In this way, it aims to respond to criticisms that these projects often benefit a few people while causing inconveniences for the rest of the community.

The election results showed a clear rejection. According to the tracking by Data Centers on the Ballot, citizens voted in favor of 39 measures that in some way restrict or condition the installation of data centers. Several Democrats critical of the expansion of artificial intelligence also won seats and proposed federal regulations to control these activities.

Although OpenAI maintains that its new commitments were already underway before the vote, the message from the polls is unequivocal: many communities want more control and more information about the real impact of these developments. The company will now have to demonstrate that its promises translate into concrete actions in each locality where it operates.
