In light of the situation, Bukele warned that El Salvador could resort to a direct military response if the four men are not released. Additionally, the Salvadoran government deployed more than 2,000 soldiers in Port-au-Prince to participate in operations aimed at locating them and increasing pressure on criminal gangs.

The negotiation proposal also became known after the Haitian National Police reported the death of approximately 20 gang members during an operation carried out in the Arcahaie area, northwest of the capital.

Who is the leader who requested UN mediation

Lanmò San Jou heads 400 Mawozo, one of the criminal organizations that control large areas of Haitian territory and obtain resources through kidnappings, arms trafficking, drugs, and extortion.

The United States offers a reward of up to one million dollars for information leading to his arrest, due to his involvement in the kidnapping of 17 Christian missionaries that occurred in October 2021. Most of the victims were held captive for 61 days, according to DW.

Bloomberg described 400 Mawozo as one of the most notorious gangs in the country and noted that the request for dialogue comes amid concerns about the potential consequences of the entry of a significant Salvadoran military contingent.

The letter amid the search for the Salvadoran soldiers

The proposal comes after the attack on Sunday, October 18, when armed gang members ambushed an armored vehicle transporting four Salvadoran aviation technicians integrated into the international mission. As of today, the soldiers remain missing and authorities report their kidnapping.

The leader of the Haitian criminal gang 400 Mawozo, Wilson Joseph, known as Lanmò San Jou, requested that the United Nations send a delegation to Haiti to mediate a dialogue with the international forces deployed in the country.

The news comes after the military intervention carried out by the president of El Salvador, Nayib Bukele, and while the search for four missing Salvadoran soldiers continues following an armed ambush by gangs.

The request was reported by Dominican and Haitian media, as well as international agencies such as Deutsche Welle (DW) and Bloomberg.

The letter, dated November 1 in Croix-des-Bouquets, an area where 400 Mawozo operates, is addressed to the UN Secretary-General, António Guterres. The Salvadoran president also shared a Bloomberg post about the request on his X account.

In the document, Joseph states that since August he has expressed his willingness to seek “a peaceful solution to the national crisis, specifically through the opening of a dialogue between the international forces present in Haiti and the 400 Mawozo group.”

The proposal targets the Gang Suppression Force (GSF), the multinational mission established by UN mandate, and includes a request for the international body to intervene as a mediator between the armed organizations and the deployed troops.
