Guayaquil Council activates Bureau Commission to process removal requests against Aquiles Álvarez

The Municipal Council of Guayaquil formed the Bureau Commission, a key body responsible for processing the removal requests filed against Mayor Aquiles Álvarez, who is in preventive detention in the Encuentro prison, in

Santa Elena, for the Golaeda and Triple A cases.

The session of April 16, 2026 took place with the presence of 14 of the 15 councilors, in a political environment stressed by at least three requests for removal based on the absence of the mayor after the expiration of his license on March

26.

The Bureau Committee is responsible for qualifying the complaints and preparing the preliminary report that will determine if the removal requests are progressing within the process established in the Organic Code of Territorial Organization (Cootad).

During the debate, Councilwoman Emily Vera proposed reconfiguring the commission to conform to current regulations, recalling that the authorities named in the complaint cannot participate in

its processing.

The motion was approved by a majority and incorporated councilors Arturo Escala and Ana Fuentes to replace the impeded authorities, ensuring the continuity of the administrative process in the council.

With this decision, the Municipality of Guayaquil is moving forward in the initial phase of the removal process, in a scenario of high political and institutional tension in the city.
