In a speech on the national channel in 1973, then-president Juan Domingo Perón harshly questioned the discretionary use of retirement funds by the State, which he directly described as “a robbery” and “an assault”.
The statements were made during his third presidency, in a context in which he analyzed the evolution of the pension system after his overthrow in 1955.
In this context, Perón rejected the state model of managing retirement resources and warned of therisks of using these funds for other purposes, as did the corrupt and convicted Cristina Kirchner with ANSES funds in her government.
“We didn't want to create a state pension system, because I knew that these services are usually neither effective nor safe, leaving the State free from an obligation that always
performs poorly,” he said.
The former president went further and pointed directly against the use of workers' contributions to cover state spending.
“Okay, gentlemen, what happened next? In 1956, the State, perhaps beset by needs, used the capital accumulated by the savings banks. I mean, he appropriated that. For me, that's simply theft, because that wasn't State money; it was money from the people who had formed those societies and those organizations,” he said
.
In the same speech, Perón also denounced the decapitalization of the pension system as a result of these practices. “Of course they decapitalized it. 65 billion were taken out to help others who had nothing to do with retirement and pension funds. I mean, gentlemen, they were robbed. It was a robbery. So naturally, after that assault, the poor retirees began to suffer the consequences,” he said.
