The Chinese regime took another step in its social and cultural control policy with the entry into force, on July 1, of the “Law on the Promotion of Ethnic Unity and Progress”.

This is a regulation that, in practice, legalizes genocide, forcing the 56 ethnic groups in the country to integrate under a single national identity and reinforces the power of the Communist Party at all levels of society.

The law, approved on March 12, 2026, establishes a legal framework that promotes forced cultural assimilation through the imposition of Mandarin as the primary language in the education system and the mandatory promotion of values aligned with the party.

Among its provisions, it requires that children be educated to love the Communist Party, the homeland, and the so-called “Chinese nation”, consolidating an ideological model that permeates from school to the family core.

The scope of the regulation is total. It not only affects ethnic minorities but also the Han majority, which represents about 90% of the population, and practically all social actors: citizens, officials, teachers, universities, media, companies, civil organizations, digital platforms, religious institutions, and local governments are required to comply with and enforce its principles.

The law introduces broad and ambiguous concepts such as “awareness of the Chinese national community” or the construction of a “common spiritual homeland”, without clearly defining their content.

This lack of precision expands the discretion of the Communist Party, which becomes the sole interpreter of what actions strengthen or harm “national unity”.

Global Persecution

The text is explicit: “Organizations and individuals outside the territory of the People's Republic of China that carry out acts aimed at sabotaging ethnic unity and progress or provoking ethnic division in the People's Republic of China will be legally responsible according to the law.”

This implies that the regime claims the authority to pursue citizens and organizations outside its borders, extending its capacity for control globally.

The regulation also intrudes into private life. It states that “parents or other guardians of minors must […] educate and guide minors to love the Communist Party of China”, prohibiting the transmission of ideas considered contrary to national unity.

In the digital and media realm, control is equally strict. The law requires network operators to remove content that may “threaten unity”, maintain records, and report to the authorities. It also promotes the use of technologies such as artificial intelligence and big data to disseminate content aligned with the official narrative, consolidating an information ecosystem under state supervision.

Criticism Becomes "Terrorist" Acts

The text also hardens its stance against any external criticism or report of human rights violations. “We firmly oppose any act of defamation […] under the pretext of ethnicity, religion, or human rights,” it states, opening the door for legitimate claims to be categorized as threats to state security and investigated for "terrorism".

In this context, the law establishes criminal penalties for those accused of promoting "separatism" or extremism. “Anyone who organizes […] ethnic separatist activities […] will be criminally responsible,” warns the text, expanding the margin to criminalize dissent.

With 64 articles distributed across six chapters, the regulation represents the consolidation of a project initiated more than a decade ago and deepens the political, cultural, and social control model of the Chinese regime.
