The U.S. Immigration and Customs Enforcement (ICE) has announced its intention to invest up to 20 million dollars in the acquisition of specialized gloves capable of generating controlled electric shocks. The goal is to provide its agents with a modern, safe, and low-intensity tool that allows them to achieve law enforcement quickly and professionally during immigration operations.

These plans were formalized in a notice published on Monday by the Department of Homeland Security. Although the exact number of units has not been specified, deliveries are expected to be completed before March 2027, in line with the commitment to strengthen ICE's operational capabilities.

The selected model is the CTG 5 GLOVE (also known as the CD3 device), manufactured by Compliant Technologies. The company describes it as a “humane, low-profile, and de-escalation” solution that, in most cases, achieves the individual's cooperation in less than three seconds.

The shock is activated by a built-in switch in the glove itself and reaches a maximum of 380 volts upon contact with the skin: an intensity comparable to that of a dog training collar and considerably lower than that of a traditional taser.

How they work and what they warn

According to the manufacturer's user guide, the current temporarily interrupts the ability to perform coordinated muscle movements, allowing agents to regain control of the situation without resorting to greater physical force.

ICE wants to give agents electrified gloves that shock people into compliance

Compliant Technologies presents it as an “invisible partner” that reinforces already established tactics and promotes it with the slogan “The new protocol in peacekeeping.”

The user manual includes strict precautions: do not use more than one pair of gloves on the same person, do not maintain the shock for more than 15 seconds, and avoid applying it to high-risk populations (children, the elderly, pregnant women, or those with disabilities). These measures reflect ICE's commitment to the proportional and responsible use of force.

Similar gloves from the same company have already been successfully used in various police departments and detention centers in recent years, demonstrating their utility as a non-lethal control tool.

Although in 2022 there were two isolated cases of misuse by corrections officers (who faced charges), these incidents do not invalidate the overall effectiveness of the device when used according to established protocols.

ICE's decision is framed within the need to equip its agents with tools that allow for the enforcement of immigration laws more safely, efficiently, and humanely, in line with the border control and priority deportation policy promoted by the Donald Trump administration.
