The Government of Pedro Sánchez will allocate 25 million euros for the care of unaccompanied illegal minors in Ceuta, following the massive influx recorded last Thursday, an episode that led to a crisis with impact at the European level.

The measure was announced this Tuesday by the Minister of Inclusion, Social Security and Migration, Elma Saiz, who specified that this extraordinary allocation will be added to the 5.5 million already granted during the Sectoral Conference on Childhood and Adolescence held in July.

According to sources from the Ministry of Youth and Childhood, the care for minors is being carried out in coordination with the Ministry of Education through the establishment of two “educational centers” in the city.

From the Youth portfolio, they indicated that Minister Sira Rego plans to travel to Ceuta “in the coming days” with the aim of “activating all available mechanisms to provide dignified reception.”

In the context of the migration crisis in the city, it is estimated that more than 70,000 Moroccans crossed irregularly by swimming around the Tarajal pier or climbing the fences to enter Spanish territory, causing chaos in the region and strong concern for local citizens.

The "solidarity reception"

In this context, they referred to the “full deployment of Article 35 of the Immigration Law,” reformed through a Royal Decree-law in 2025. This regulation includes, among other aspects, “binding and solidarity reception by the other Autonomous Communities.”

The “solidarity reception” system, which involves the distribution of unaccompanied illegal minors among communities according to their capacity, remains a point of friction between the socialist government and several regions governed by the opposition.

Meanwhile, the Government of Ceuta reported that there are currently “approximately a thousand” undocumented unaccompanied minors in the city. The spokesperson for the local Executive, Alejandro Ramírez, explained that it is not possible to specify an exact figure due to the presence of minors in different neighborhoods and on public streets.

Regarding these cases, Ramírez detailed that Local Police agents are responsible for locating them and transferring them to designated centers.
