The President of Russia, Vladimir Putin, rejected this Friday the proposal of his Ukrainian counterpart, Volodymyr Zelenski, to hold a face-to-face meeting to negotiate an end to the war, highlighting the persistent distance between both parties as the conflict enters its fifth year with no immediate prospects for a diplomatic solution.

The Russian leader's refusal came a day after Zelenski released an open letter in which he requested direct talks between the two leaders and called for a ceasefire that would allow for a new phase of negotiations. The document was also sent to several foreign governments, including the United States, with the aim of strengthening international support for a negotiated exit.

In his message, Zelenski argued that Russian society is beginning to show signs of exhaustion after years of war, economic sanctions, and increasing internal difficulties. According to the Ukrainian president, drone and missile attacks launched by Ukraine against strategic targets within Russia, combined with inflation and fuel supply issues, have contributed to rising discontent among the population.

The Ukrainian leader also suggested that the prolongation of the war could ultimately affect the political stability of the Kremlin. In a direct reference to Putin, he noted that history shows that when Russian citizens grow tired of prolonged conflicts and economic hardships, significant changes tend to occur in the country.

However, Putin dismissed the initiative during a speech at the St. Petersburg International Economic Forum. The Russian president considered that Zelenski's letter did not constitute a sincere invitation to dialogue and stated that the tone used by the Ukrainian leader hindered any possibility of moving towards a bilateral meeting.

''This letter contains quite rude comments. Was it a way to create conditions for a meeting or a way to prevent it? I think it was the latter,'' Putin declared to journalists and businesspeople present at the event.

When specifically asked about the possibility of meeting with Zelenski, the Russian leader avoided directly mentioning his counterpart and responded that he saw no reasons to hold a meeting under the current circumstances.

According to Putin, any meeting between the two leaders would only make sense after negotiators and experts develop concrete agreements on the main points of contention. He also insisted that Russia is seeking long-term solutions and not temporary pacts that could be broken within months.

''The only intention of the Ukrainian side is to stop the advance of our armed forces. We need lasting agreements, not for three or six months. First, the experts must work, and then we can meet,'' he stated.

The Russian president also reiterated that Moscow will not accept an immediate ceasefire without political and strategic guarantees. Since the beginning of the conflict, the Kremlin has maintained that a pause in hostilities would allow Ukraine to reorganize its troops, receive more Western weapons, and continue the war under more favorable conditions.

Putin again defended the conditions set by Russia to achieve peace. Among them are the withdrawal of Ukrainian forces from the regions of Donetsk, Lugansk, Kherson, and Zaporizhia, as well as the definitive renunciation by Kiev to integrate into NATO. Ukraine has repeatedly rejected these demands, arguing that they would amount to accepting the permanent loss of part of its sovereign territory.

The Kremlin's response provoked an immediate reaction from Kiev. In his daily message to the nation, Zelenski asserted that Putin's statements demonstrated that Russia continues to bet on the military path and has no real intention of ending the conflict.

''Unfortunately, the Russian side is choosing war again. Everyone heard that response. It was a weak response, and I believe it has disappointed many people around the world,'' the Ukrainian president stated.

The leader added that the international community should increase economic and political pressure on Moscow to force the Kremlin to reconsider its position. According to Zelenski, reducing Russian revenues and strengthening sanctions remains a fundamental tool to bring the possibility of negotiation closer.

The cross statements come at a particularly delicate moment for both countries. Although Russian forces maintain the initiative in several sectors of the eastern front and continue to advance slowly in some areas, the conflict has transformed into a prolonged war of attrition with high human and material losses.

At the same time, the Russian economy faces increasing difficulties stemming from Western sanctions and constant Ukrainian attacks on energy infrastructures, refineries, and other strategic targets. These pressures have fueled debates within some Russian business and political sectors about the advisability of seeking a negotiated exit to the conflict.

Meanwhile, fighting continues to intensify. Russia launched hundreds of drones and dozens of missiles against Ukrainian cities over the past week, including Kiev, causing new civilian casualties. Ukrainian authorities reported that at least 13 people died and more than 70 were injured in attacks recorded over the last 24 hours.

For its part, Ukraine has also increased its operations within Russian territory and in areas occupied by Moscow. This Friday, Ukrainian military commanders claimed to have attacked several vessels in the Sea of Azov that were allegedly transporting fuel, military supplies, and grain from occupied territories.

Putin's refusal to meet with Zelenski represents a new setback for diplomatic efforts driven by various international actors, including the United States. Although both parties claim to be open to eventual negotiations, the deep differences over territory, security, and conditions for a ceasefire keep any possibility of an agreement blocked in the short term.
