President Daniel Noboa confirmed that he would travel to New York and Washington between November 2 and 4, 2025, in accordance with Executive Decree 201. The delegation includes Foreign Minister Gabriela Sommerfeld, Secretary General of Communication Irene Vélez, and Secretary of Public Integrity Julio José Neira, who will coordinate high-level meetings.
The Government explained that the agenda will prioritize cooperation against organized crime and security coordination, in line with meetings held with U.S. authorities this year and with the recent visit to the country by senior officials. Bilateral contacts have intensified and strengthened strategic alliances to address transnational threats, improve institutional capacities, and protect citizens.

The economic context also occupies a place on the agenda, following U.S. tariffs that rose from 10% in April to 15% in August for Ecuadorian products, affecting exporters' costs and margins. In response to that scenario, the Executive has activated efforts for responsible trade liberalization and investment attraction, seeking to defend employment and competitiveness without statist measures that hinder production and entrepreneurship.
Before signing the decree, the president stated in an interview that he expects to meet with his U.S. counterpart in the following weeks, as part of a developing agenda that includes security, trade, and human mobility. Meanwhile, the Foreign Ministry acknowledged in March the hiring of lobbying support in Washington to facilitate a state visit and expand political and economic dialogue with tangible results.
