A study by the World Jewish Congress found serious failures in the moderation of antisemitic content on major platforms

The 81% of reported antisemitic content on social media remained available months later, according to a study conducted by the World Jewish Congress (WJC), which warned about the deficiencies of major platforms in enforcing their own policies against hate speech.

The research analyzed 754 reports made by members of Jewish communities from various European countries between February 2025 and April 2026. During a review conducted in May of this year, 613 of those posts were still publicly accessible.

The organization urged tech companies to expedite the removal of content that incites hatred and to demonstrate with concrete data that their reporting and moderation mechanisms are functioning effectively.

More than 65% of content inciting violence remained available

One of the most concerning data points from the report appears when analyzing posts that contained direct incitement against Jewish people.

Out of the 232 pieces of content classified as inciting, 151 were still available on the platforms at the time of the review, representing more than 65%.

Among the detected posts was material from ISIS that explicitly called for attacks on synagogues and Jewish neighborhoods in Europe and the United States, as well as messages that directly promoted the murder of Jews.

The World Jewish Congress stated that these results do not represent isolated cases but rather show structural problems in the moderation systems of major social networks.

In total, only 19.5% of reported content was removed after receiving a report. In contrast, 18.2% of content that had not been reported was removed by the platforms on their own initiative.

TikTok had the highest removal rate

The behavior varied depending on the platform analyzed.

TikTok had the highest removal rate, with 64% of the content included in the study removed. In the other major platforms analyzed, the proportion of deleted posts was below 15%.

Facebook also accounted for the highest percentage of posts reported by users, with 76% of reported content, but only removed 13.9% of them.

The researchers also detected significant differences depending on the type of content. Antisemitism related to Israel was the category with the lowest level of policy enforcement, as only 5.2% of those posts were removed.

In fact, none of the 28 analyzed posts that compared Israel's policies to Nazism had been removed at the time of the review.

The World Jewish Congress called for action from the platforms

Yfat Barak-Cheney, executive director of the WJC's Institute for Technology and Human Rights, stated that companies must enforce the rules they have established to protect vulnerable communities.

The organization also urged European regulators to use the tools provided by the Digital Services Act to review the measures taken by platforms against antisemitic content.

According to the study, around 6% of the analyzed content could justify an individual legal assessment based on the legislation of the European Union or its member states.

Among the highlighted cases are six posts that disseminated official ISIS material calling for attacks on synagogues. All had been reported to Facebook and, despite this, remained available when reviewed.

The report was prepared as part of the HO:PE (Hate Online: Preparedness and Empowerment) initiative, co-funded by the European Commission. The WJC stated that this is the first systematic dataset based on reports from members of European Jewish communities and collected through a tool specifically designed to identify antisemitism online.
