In the midst of a political climate marked by judicial investigations into the management of public funds during Kirchner's administrations, the Federal Justice ordered a measure with a strong impact: the lifting of bank and stock market secrecy by the mayor of Quilmes, Mayra Mendoza, together with other people linked to her environment. The measure stems from an official document issued by the Central Bank of the Argentine Republic, dated February 11, 2026, under the reference “REQUEST FOR INFORMATION - URGENT”, addressed to financial institutions, exchange operators, banks and exchange agencies, non-financial companies that issue credit and purchase cards, and payment service providers that offer payment accounts

.

The agency reported that the request responds to Office (OF) No. 63083/2026, issued by the Federal Court of First Instance of Quilmes, within the framework of the case labeled: “N.N. S/INVESTIGATION OF CRIME (Dte. Castro Bergamin, Nahuel Imanol, representative of the Municipality of Quilmes)”, corresponding to File No. FLP 16542/2022. The judicial document was sent via institutional email dinco@prefecturanaval.gov.ar, belonging to the Argentine Naval Prefecture, the body involved in the investigation. According to the official text, the court ordered “the lifting of bank and stock market secrecy, as well as legal and contractual confidentiality commitments with respect to the Central Bank of the Argentine Republic and the National Securities Commission

The measure is based on the provisions of article 39, paragraph “a”, of Law 21.526 on Financial Institutions, a regulation that enables access to financial information when there is an ongoing judicial investigation.

According to the letter, the provision covers several individuals linked to the cause, including:

Sebastián Roberto Raspa, CUIT No. 20-... Martín Bordalejo, CUIT No. 20-...

José Alejandro Scozzari, CUIT No. 20-... Mayra Soledad Mendoza, CUIT No. 27-...

Romina Cangelosi

, CUIT No. 27-...

María Rosa Ruzo, CUIT No. 27-...

The court order implies that banks, financial institutions and payment platforms must provide detailed information on movements, accounts, operations and any other financial data related to these people. The judicial decision once again puts the management of funds under the spotlight in the municipality of Quilmes, governed by Mayra Mendoza, one of the main figures of La Cámpora in Kirchnerism

The progress of the cause coincides with the new national political context, in which the government of Javier Milei has promoted a policy of greater institutional control, audits and review of state structures, with the stated objective of combating corruption and making the use of public resources transparent. Within this framework, the lifting of bank secrecy represents a key step so that the Justice can follow the money route and determine whether or not there were financial irregularities linked to the municipal administration or to parallel fund management structures

.

The investigation is ongoing and it is expected that in the next stages of the file, financial reports and bank movements will be incorporated to clarify the real extent of the maneuvers investigated within File FLP 16542/2022.
