The Government of Axel Kicillof has once again increased taxes in the province of Buenos Aires and decided to implement a new 2% charge on online betting winnings on platforms authorized to operate in the Buenos Aires territory.
The measure was implemented by the Institute of Lotteries and Casinos and affects the seven companies that currently hold concessions to exploit online gambling.
The announcement was made this Monday by the Minister of Government, Carlos Bianco, who explained that “the contributions will be received starting from this rate, which is 2% on the winnings paid for successive bets, according to law 15079.”

According to the official, the funds will be allocated to the Fund for Progress and Social Inclusion (FOPIS), with the aim of financing the million-dollar deficit of the Kirchnerist administration.
The resolution was signed last week by the Institute of Lotteries and Casinos, headed by Gonzalo Atanasof, and is framed within Law 15.079, enacted at the end of 2018 during the administration of María Eugenia Vidal.
The platforms affected by the new regulation are Bet63, Betano, Bettson, Betwarrior, BPlay, Sport.bet.ar and Stake. All must submit sworn statements weekly to control the corresponding deduction on winnings.
“This is a decision by Governor Axel Kicillof. Our estimates are that the province will receive, starting from this new contribution, between 35,000 and 40,000 million pesos additional every month,” Bianco stated.

A new obligation for the platforms
Article 137 of the regulation establishes a contribution of between 1% and 3% on winnings derived from successive bets in games with immediate resolution, such as slot machines. Originally, this mechanism was intended for the Buenos Aires municipalities. With the new resolution, the scheme also incorporates this modality within online gambling.
The deduction does not apply to all types of internet betting. The regulation limits it to games with immediate resolution, such as virtual slot machines, where the result is known immediately after each play.
This new retention adds to the tax obligations that companies already face. According to the 2026 Tax Law, the tax on the gross profits of online gambling destined for the provincial state is 15%, while the platforms must also pay a fee of 10% on the gross profit.
The legislation considers gross profit as the difference between the money wagered and the winnings paid. Of the fee, an amount equivalent to 10% is distributed among the municipalities, while the rest goes to General Revenues.
