The senator and general secretary of the PRI, Alma Carolina Viggiano Austria, sold a plot of land in Hidalgo for 17 million 900 thousand pesos, which she had acquired seven years earlier for 2 million pesos. The buyer was Jergui S.A. de C.V., a company that was later sanctioned by state authorities.

The nominal difference between both transactions reaches 15.9 million pesos. This figure is particularly relevant due to Jergui's background, its previous contracts with the Government of Coahuila, and the subsequent cancellation of its registration as a supplier in Hidalgo.
The transaction was originally documented by UIE XPECTRO FM, which obtained notarial, registry, and administrative documents, in addition to conducting a field survey of the plot located in Zempoala, Hidalgo.
Carolina Viggiano paid 2 million pesos for the land that she later sold for 17.9 million pesos
According to deed number 20,491, cited in the investigation, Viggiano acquired the on January 11, 2011 a plot of approximately seven hectares identified as 56 Z-1 P2/2.
The seller was the merchant Simón Alonso Galindo and the price recorded for the transaction was 2 million pesos. The property is located in the municipality of Zempoala.

Seven years later, the property changed ownership again. This time the buyer was not an individual, but Jergui S.A. de C.V., a company established in 2013.

The Public Registry of Property documented a sale for 17 million 900 thousand 750 pesos. The entry explicitly identifies Alma Carolina Viggiano Austria as the seller and Jergui as the buyer.

Jergui paid 17.9 million: seven payments to buy Viggiano's plot
According to documents published by XPECTRO FM, the price was covered through seven payments. The first was a transfer of 5 million pesos made at the time of formalizing the sale.
Then, five monthly payments of 2 million pesos were made and a final payment of 2 million 900 thousand pesos, totaling approximately 17.9 million.
The contrast is direct: Viggiano had disbursed 2 million in 2011 and the company paid almost nine times that amount in 2018. The difference is nominal and does not consider inflation, modifications to the property, or other valuation elements.
The identity of the buyer adds another element of public interest. Jergui was not a stranger to government contracts and would later be sanctioned by the Hidalgo authority.
The company that bought the land ended up with its registration canceled
A supplier or contractor sanction document identifies Jergui S.A. de C.V. within file 376-17. The document establishes the cancellation of its registration for five years.
The document cites a "false tax address" as the reason and establishes a sanction period from April 4, 2023, to April 4, 2028.

XPECTRO FM also places Jergui within investigations into companies identified as alleged "front" or "ghost" companies. This characterization should be distinguished from the specific administrative sanction documented in the document.
The media also conducted a survey of the address attributed to the company. According to their report, they found pharmacies, a grocery store, and residential apartments at the location.

17.9 million pesos for land that still showed no visible development
The state of the property is also part of the investigation. XPECTRO FM surveyed the land and reported that it remained a rustic plot without visible development, despite the amount disbursed to acquire it.
The images show open land, dirt roads, and a nearby railway line. The media noted that they did not observe perimeter walls, guard booths, security personnel, or construction activity.

The absence of visible development does not, by itself, determine the commercial value of the property nor does it demonstrate any irregularity. It does form part of the context of a transaction in which the price increased from 2 million to 17.9 million pesos.
Jergui had already worked with the government of Rubén Moreira in Coahuila
Jergui's relationship with public administrations began before the purchase of the land. XPECTRO FM's investigation documents that the company participated in the installation of ice rinks for the Coahuila Brilla program.
During those years, Rubén Moreira Valdez, Viggiano's husband, was governing Coahuila, while she led the state DIF System.
A representative of Jergui stated in local media in 2015 that the company had been working with the Government of Coahuila through the state DIF for several years, according to the original investigation.
This background is relevant because years later that same company disbursed 17.9 million pesos to purchase a property belonging to Viggiano.
Jergui appeared under scrutiny in investigations into public contracts
The original investigation also links Jergui to a broader group of suppliers investigated in Hidalgo for practices related to public procurement procedures.
Among the companies mentioned is Producciones Áutica S.A. de C.V., a company that benefited from government contracts and was highlighted in investigations regarding alleged simulation of competition.
According to the files cited by XPECTRO FM, some companies may have submitted inflated quotes or incomplete documentation to allow certain companies to formally meet the requirement of having multiple proposals.
Carolina Viggiano and Jergui: the numbers behind the multimillion-dollar operation
XPECTRO FM's investigation focuses on the operation in concrete figures: 2 million pesos as the purchase price in 2011, 17.9 million as the selling price in 2018, and an approximate nominal difference of 15.9 million.
It also documents that Jergui had previously worked with the Government of Coahuila and that, years after purchasing the land, its registration as a supplier in Hidalgo was canceled for five years.
